De' Oceano Project

The De' Oceano Project is led by Lady Katy Rose. One of The Emperors Assitants. She makes sure that everything is running smoothly with this project for and on behalf of the Emperor and the Empire. New states or countries can't start because almost all land has been claimed by governments. The only place that is relatively free is the international oceans of the world. 13 miles off the coast of any country, and you are out of their jurisdiction and in international waters. This is why cruise ships stop serving alcohol and gambling prior to entering a country's territorial waters e.g. Dubai, where both are illegal.

Project De’Oceano is the maritime implementation of the Vigorian vision, a fleet of repurposed and upgraded vessels designed to function as autonomous, self-sustaining environments at sea.

At its foundation, the project seeks to transform existing cruise ships into advanced, long-duration platforms for human development. By recycling and upgrading these vessels, De’Oceano reduces environmental waste while extending the lifecycle of large-scale infrastructure that would otherwise be decommissioned.

Each vessel is engineered to operate with increasing independence from external systems. Through the integration of renewable energy sources, including solar, wind, and wave power,De’Oceano aims to establish a stable and sustainable energy framework capable of supporting continuous operation at sea.

In parallel, systems for food production, water management, and resource recycling are developed to enable long-term self-sufficiency. Over time, this reduces reliance on external supply chains and strengthens the internal resilience of the civilisation.

The purpose of De’Oceano is not isolation, but controlled autonomy.

By operating beyond conventional territorial constraints, the project creates space, both physically and strategically, for the Vigorian Empire to develop its systems, institutions, and people with minimal external interference. The establishment of De’Oceano begins with the acquisition and conversion of large-scale maritime vessels, with initial capital requirements estimated in the region of £50 million for a suitable ship.

Each vessel will operate under a fully qualified maritime command structure, including a licensed Captain, senior officers, and essential crew responsible for navigation, safety, engineering, and day-to-day operations. All maritime activities will comply with international safety standards and operational requirements.

​

The vessel will be registered under an appropriate flag state, such as Panama, enabling efficient global operation within established maritime frameworks. This provides the necessary legal structure for navigation, compliance, and international recognition, while allowing operational flexibility.

​

The intention is not to avoid accountability, but to minimise unnecessary bureaucratic friction that may hinder innovation and development. De’Oceano remains committed to operating within international law, while maintaining a high degree of internal autonomy.

 

To that end, the Vigorian Empire will implement internal standards that significantly exceed baseline regulatory requirements. These standards will govern safety, environmental protection, ethical conduct, and operational integrity, ensuring that the project maintains a level of excellence well beyond minimum compliance.
